if you train evasion with no dex..is the 60% penalty based off evason XP or the raw number evasion gives..example..
if you have 1m evasion (107) would the 60% give 600k evasion (88) or is it 60% from (107) which brings it down to (64)
if its the first one then not training dex would give more evasion because of the aof.
basically deciding if i should make an evasion wall with dex/evasion or just raw evasion.
The 60% effect is applied to evasion *level* not evasion *effect*. So it would be the first situation.

It is from the level of evasion. Which due to the non linearity makes it better for you.
