Ok, so since someone asked about this I figured I would take shot at giving a formula.
MTL = 0.0597*(MPR^1.25)
This is of course on a fully trained char as I believe MTL is based on VPR.
Please test this out for to give me an idea of accuracy.
* MTL = (MPR^1.2501)*1.4307/24
* MPR = (MTL*24/1.4307)^(1/1.2501)

I just checked it out on my character.
A few things I found out:
Your MTL is based on your VPR.
MTL = EXP/24
Actual MTL - 1097472
Calc. MTL - 1097513
Looks pretty accurate.
By the way, MTL is not in the dictionary.

MTL should also not be used, instead use maximum tattoo level ;p
but both calculations are correct as is the finding (already known) that it is all based on Virtual Power Rating which is MPR + not yet trained experience
