I got a 1100 raw lvl VA and I hit for about 300 damage, why do I hurt myself when I don't have any encumbrance or DMcast on me.

because your VA cast is base and less than 0 ratio (negative) in which you hurt yourself.
Train VA at a higher ratio (0.50 or higher) and you will heal.
It's the burden of not putting enough exp into it ;)

That level should be high enough, but VA just doesn't work with small numbers. It hasn't been fixed because once you get out of low levels it's not a huge issue. Just don't bother with it for a while.
Also, there's a bug or something in the very low levels where it will always damage you, even if your VA is at a decent level. I trained it at ~50k-100k MPR and it worked then.
