Not all base tattoos are equal. (in General)

Just noticed the NW of different base tattoos I have:

Weird,Iwonder if the highest ones will grow better then the smaller.

They probably just have some XP in them, but not enough to register a train to the next recordable level.

They were all bought from the auctioneer as base tattoos.

The auctioneer has FF in auctions right now:

And one of the items I recently bought from the auctioneer is:

It's a negligible difference, but I'm intrigued.

There's a spawned ToA that's $1 higher than one being sold by a player - both in auctions right now.

seems like there was a post somewhere else about these

since they count against encumbrance its an unfair advantage seeing that they both do the same thing +9 or +10

needs to be fixed

are the base tatoos like other items that spawn "base" by the auctioneer? Not all items spawn 0x 0+, some have variable x's and +'s, maybe the same with the levels with the tats?
