Is it better? (in General)

This question is about a single minion.

a) Having a tattoo (high PR, high fightlist) .

b) Have a named RoE (small PR, Small fightlist, exp bonus).

c) Have a armor and a cloak (medium PR, medium fightlist).

d) Really depends on wich strategy you are running.

I find the PR of the tattoo is underweighted for all its xp.

depends on soooooooooo many factors, even moreso than the strategy is the stuff that you currently own, and XP distribution.

If your MTL is above your tattoo level, then I would definitely advise using the tattoo. In the upper ranks, a large tat actually makes more of a difference than MPR and net worth combined (in most cases). So you should always be looking to make your tat bigger, if you're not going to be leveling it, either find an insta, or somebody that will level it for you.

The named RoE's XP bonus is negligible, as it'd usually be on your damage dealer, and you could probably fight stronger opponents with a TSA/EC or BoE/CoI and be getting more XP even without the bonus. The RoE's only real use in it's current incarnation is to customize XP spread exactly the way you want it, which is *extremely* useful when you want to start a new character that has an end-game strat involving one large minion with a couple smaller ones, as it will allow you the XP concentration of a single minion without having to spend 50m+ on each minion later. Also extremely useful if you already have too big a character to even consider an NCB, but you want to change up your strat to something involving different ratios...

Armor and a cloak is likely your best option if you plan to be single minion for a long time (and/or forever), and you already have a tat above your MTL, as it will keep your PR low, while adding a fair bit of protection and/or stats. But once MTL gets above your tat, go tat! :P
