ok i upgraded this bow im renting so can i get my money back before it returns to rentals? i was trying to figure out how
No, you cannot. Try asking the person you rented it from if he or she will disenchant it and at least give you back 50% of what you paid to upgrade it.
Yea your best option is to buy your own weapon and upgrade them...rentals can become costly and as you grow it becomes harder and harder to rent weapons that fit your size, sometimes not at all.

ugh lol oh well at least i didnt use too much, and i like rentals cause its named and i was told that gives u x150 and mine is only x30

It was loans, not rentals.
No, it *did* work for rentals too, but I'm not sure if it does anymore.

To get back on topic:
Usually no you cannot get a refund when upgrading something you got from rentals. Some players however may laugh a bit and give you a refund.
