I thought he only bid one up than the last bid in this one he outbid me by more than just one bid.

Oh so he knows your max bid and bids higher than that? Or am I missing something? I thought he just bid on what the next bid was supposed to be at?
Chairman should not have bid him up to 83K if the next lowest bid was 22K... Im really confused on this myself.

This is what I meant. Its that he bid me over my max bid and didn't just bid on the next bid amount.

I think that we were all missing something.
some previous bids on +5 Helms of Durin were around 100-150k and I think mr. Chairman does look for an average price on previous auctions. I'm not sure though but it might be what's happening.
Actually, what this looks like to me is that JW bid over you by a bunch. Then Mr Chairman bid once on top, though JW had a higher max bid and so it just moved his up.

Wouldn't the bidding show up in the link?
It doesn't show when people bid on items or the actual order of the bidding necessarily either. Mr. Chairman most likely bid after JW. You can also tell that because there is about a 10k difference in-between his bid and yours while there is only a 5k difference between JW's and Mr Chairman's.

That does sound much more plausible indeed.
Chairman's bid is 1.1025x = 1.05^2 = two min bids higher than the bid below it, consistent with Nem's theory.
