no penalty to ranged wearing a shield? (in General)

Just curious to why there is a penalty to melee weapons but not ranged? You still get the benefits of wearing the shield if all you have is a ranged weapon but without any penaltys.

I believe that it is now set so that you get the 1 handed penalty whether you have a weapon equipped or not. You only get the higher penalty if you have a 2 handed weapon equipped.

Shield AC is a different story, which is counted. But all other shield effects are not.

what about the BoM it still has the str boosting effect right?

I stand corrected, both the Mage Shields effect (which is somewhat similar to AC) as well as the ST bonus of the BoM (which works outside of combat already) both work.

Same as any regular DX penalties in and outside of combat
