1. Does the Leadership boost help improve familiar DD?

2. Does Skills trained on the Tattoo-bearer also transfer to the Familiar? (Using Amulet of Junction).

The but has a lot to do with how the Hal functions.

And the PL on the familiar will be higher than that of the tattoo wearer, making the familiar the actual PL user.

For me it is sadly, since else I could have protected my Familiar a bit more from harm. But it is probably good in terms of balance.

NS, No familiar is currently designed such that you would want them to be your PL battery.

It would always be detrimental to use a Jig, Hal or DD Familiar as your PL battery.

Especially as they can't use a TSA, like a PL minion should.

Oh, I'm not saying that people want PL on their familiars. I'm saying that everything has to be a trade off. Junction got mad powerful after I fixed it; excluding one skill from the list because it makes junctioning less attractive just won't happen.
