Spam bots active (in Changelog)

I fixed at least one thing that was stopping us from sending messages to people. There could be other things.

i got one message and we can see that others have as well from the google form consolidation spreadsheet here. thanks ns, perhaps we can start getting some feedback now.

I fixed another place that was preventing retire warning emails from going out to people.

I thought we stopped deleting non-supporters. Aren't those the "retired" emails?

I didn't say anything about deleting accounts. We send emails saying "Your party is going to be retired"
