What does 6/20 mean when referring to character development?

It means they get 6 BA each 20 minutes. One starts with 10 BA each 20 minutes, and the higher their MPR, the less BA they get every 20 minutes (which actually is a good thing...). See

Your ba regeneration rate, 6 ba/20 minute.
It refers to your BA regeneration when you get to the top tier of characters.
6BA per 20 minutes
