I believe they are talking about something like this:

relayed statewide with this:

and replaced by this:

http://en.wikipedia.org/wiki/Cable_%28foreign_exchange%29


I'm guessing by using an older form of communication it would be harder to intercept with the way computers have taken over. Taken aside from the fact that some of these "Cables" are a straight connection from point one to point two it make more sense to use.
