I'm still in Germany. If you travel through Berlin, I'd be glad to show you around, or even offer a place to stay. Though you might come some other time, we currently have a rather hectic situation because of terrorist threats.
I'm just outside of London now, but close enough to count! :P

Making exchanging at my bank is a hassle, so I always wait until I arrive in another country. Even if the exchange is slightly worse, it's worth the convenience to me. However, shop around at the airport. I got stuck in a country one time where the only place around was a Western Union office. I lost my shirt on that deal.

In 99 of 100 times it's cheaper to exchange your own currency for others in your home country.

No clue if you're coming into Gatwick or Heathrow, but here's Gatwick Airport's currency site:

It lists the airport's exchange vendors with image links. So for Travelex, you can view their exchange rates here:

That link shows that 1 quid is going for 1.968 Singapore dollar. However, I don't see anything on either link that mentions fees.

Never change money at an airport. You'll always get a better rate at a big bank/ travel agents in town

You won't see a difference if you exchange your money in Singapore or England; exchange rates in different countries are about the same.
Just don't exchange your money in an airport, like Wasp said.
