do I need to have money transferred to my paypal account first or does paypal subtract the money from my bank account?

1) you need to have money transfered from your bank account to your paypal

OR

2) you need to have a credit/debit card connected to your paypal

Yes and yes. I don't know if there is a fee associated with paypal subtracting the amount from your bank account, but it can do it with the bank account you've linked to your paypal account.

From the PayPal site:

When you make a payment or send money, PayPal uses your PayPal balance first to cover the payment. If your PayPal balance doesn't cover the transaction, the bank account, credit card, or debit card you linked to your PayPal account will be used for the payment.

If you link a debit card to your account do you have to do the thing where paypal sends money to your account and you have to check it in your statement?

I've linked a card to my account, but I don't recall if I had to do that verification process for it. I don't think that I did.

Sometimes paypal will want to check, but other times, they won't. My credit card didn't go through that, but my bank needed verification.
