It was not meant as an insult at all, just as a statement of the facts of that particular moment.

NUB (New User Bonus) and NCB (New Character Bonus) runners - collectively called "N*B" - have the tricky advantage of running on more BA/tick, with NUB getting free BA but NCB having the benefit of experience and quite possibly pre-stockpiled NW/CB$, and since they join at low VPRs, you can cram more of them in a single clan, thus enabling better clan point earning potential and therefore better clan standings.

As you see, "N*B" does _not_ mean "n00b".
