If I forge my AC or something to like 85% completion; and then send it to someone else. When they get it; is it already 85% done? Or are the progress meters independent for everyone? And if they are independent for everyone, does switching the forger back and forth restart the progress meter to 0?

IIRC, every item has its own upgrade meter. That is the forging % to next level carries over to whomever you send it to.

the rpm is for each item, by item number... you can have several people forging one item if you wanted.
