Yes, any xp you get levels your tattoo. So if you're getting more xp, your tat levels faster, or if you're getting less, like during money time, your tat levels slower.

xp time does affect your tat, but getting it doesn't do anything ._. my tat only levels whenever i use XP.
Just gaining the xp seems to be lvling mine ... I dont have to use it ...

It actually levels whenever you use the blacksmith, or change gear, or push "train" even if you entered no XP in the train boxes.
