For those items that do not grant AC but can still be upgraded does the upgraded portion still reduce magic damage or do they not work vs magic at all?

If it doesn't grant AC then to my understanding it will not grant the magic reduction either.
Any item that can have thier AC upgraded provides both Physical and Magical damage reduction equal to the 'plus'.
Edit: Items like the AoF, which state 'upgrades do not effect AC', don't provide any damage reduction. For either Physical or Magical damage.
