There is a significant difference between a Warning, in the hope to placate matters, and actually using 'powers'.
Locking threads, that's using Admin given 'enforcement'.
Saying that if you continue I'll request a Forum Ban is a warning.
(Which is also something that another Admin would review and decide upon, and isn't generally used for Trolling. As a whole, Trolling is something that generally not 'enforced' by Admin given tools, but usually by discussion with the individuals involved in order to remedy the situation. Dislikng something someone has said to you doesn't necessarily construe 'trolling', nor warrant intervention by an Admin)
