Given a 8m MPR single-minion and enough CB to hire three times, how would you build the team?
-8m MPR is roughly 60 million levels
-Each hired minion would have 5.6m levels
-Assume the tattoo is level 25m

I'm still pondering a strategy in which the three other minions would support my ToA archer, and allow me to take EoD's crown.. :'(

Start with an EF and build around it. Have your uber minion with a huge AS and the rest as kill slots and PL tanks

That was the simplest and most efficient strategy I thought of. 30m HP on three minions with a 400 AC wall and a junctioned EF seems unbeatable to me. Why hasn't this been done?

400 ac would probably get owned by another EF, just sayin'.
That is why you put a zero AC minion in front with an AoI.
