Strategy Question - HoE and HG's (in General)

If you are getting your ST from Giant Strength and your base ST is 20 will the HoE and HG's help you or will they be a waste of money, besides of course the AC.

From what I am gathering from the Wiki it would just be a waste of money really.
Is this assumtion correct?

HOE, HG, TG and BOM all increase the base str on your character. They do not increase augmented str or dex as you would get from GS/Haste or a TOA.
