Bug with ST bonus from items? (or how it actually works) (in General)

Talked some with a friend of mine here on CB and he had the following things:
Hex Barrier [22] (+37) 1,724,721 (named TSA)
A Darksteel Mask [6] (+13) 656,352 (named HoE)
now as far as I understand it, named items get a 4% bonus to their stats:
so the TSA acts like it is 1.04 * 37 = 38,48 = rounded to +39
and the HoE acts like it is 1.04 * 13 = 13,52 = rounded to +14
now both give 1% ST bonus per enchantment bonus, so that would be 39 + 14 = 53% bonus to ST.
but here is the catch:
ST: 6,702/4,352
If I calculate the bonus then I get a ST bonus of 1.53998% while he should only receive a 53% bonus from the items...
So what's the catch behind this?
is it that the ST bonus from named items is based on the total stats?
then it would be:
22 + 39 = 61
1.04 * 61 = 63,44 (so a 2.44 bonus wich would be rounded to 3)
6 + 13 = 19
1.04 * 19 = 19,76 (so a 0.76 bonus which would be rounded to 1)
so then it could become:
39 + 3 + 13 + 1 = 54% ST bonus...
"so the TSA acts like it is 1.04 * 37 = 38,48 = rounded to +39" --maybe it rounds down?

From blacksmith page:
"Naming armor increases its stats by 4%, whether this is AC (for most armor) or something else such as for tattoos or Displacement Boots. (This 4% is treated as "enchantment bonus" so it will apply to magical as well as physical damage.) For instance, if you had a normal AC of 150, 40 from a (base) named Adamantite Cuirass, your effective AC would be 150 + 0.04 * 40 = 151.6 rounded up to 152. (The bonus always rounds up.) This bonus is displayed in your Minion's total AC, but not on the individual armor piece."
It is always rounded up.
(and besides, if it would have been rounded down then it would seriously be incorrect... the bonus would have to be 51% then)

So in the example above the TSA would be 22+37=59 time 1.04 =61.36 rounds to 62. Minus the base of 22 thats +40.
The HOE is the same as you calculated.
So your total + is 40 from the TSA and 14 from the HOE or 54 which is what your getting.
If you carefully read the BS naming description you take the total AC time 4%.

If I understand correctly, it's not possible to make tables in the Wiki, therefore it should be easy to add more information.

Placing a space 2 dashes and a space would make the lines that follow it monospaced. This could essentially be used on any line to make a table. At the bottom os the graffiti page you will find my test subject. It works, but leaves annoying dashes on every line that your table uses.
