Is there something wrong with BL? (in General)

I know that max BL should be at 1/4 your strength. And I know that BL is now maxed at 0.60.

However, I learned BL to 0.60 on my minitank/wall with the following stats:

ST: 206,416/169,194
Bloodlust: 53,240/58,506 (0.60)

I then equip a +40 TSA and get the following:

ST: 274,094/169,194
Bloodlust: 54,410/58,506 (0.60)

I did change some other armors, but the ratio of Str to max BL should be 1/4 str gives max BL. In the second case 4 times 54,410 is only 217,640.

Anyone else see this problem?

Bl got cheaper while you were gone...

It seems that BL is 1/5 str to be max effect, but I cannot find the changelog where it says so. I can find the one where Jon changed max BL from .75 to .60.
