What I want to know is if you have cast GS or Haste on a Wall, will armor penalties make bonuses lower?
cast it with AC on and then with AC off

Armor penalties only effect trained Dex/Str.
If you use Haste or GS, the armor penalties do NOT effect the amount such spells give.

They do however affect the level of enchantment cast, just like they do with DD spells...
