Because of that Dirac function, the entire equation doesn't make much sense to me... β equals zero for all values of S, except when S=-1, then β is ∞

Vo = Snellen visual acuity; (6/6 normal; 6/12 just meets driving standard)
My guess (and it is purely shooting from the hip) is that it is a formula to describe reaction time (perhaps distance, but I'm thinking time) of a pilot/driver to visual stimulus.
