Well, if they don't finish the tutorial, they're not likely to pick up much more than if they just browsed the wiki for a number of months, which is perfectly legal.
You might want to clear out the remaining facebook accounts first. That is, the ones that are still around from the testing period.

Just to let you know, when my tutorial messed up, I still burned about 600BA perfectly fine, it was just annoying having a little box at the top screaming at me to do stuff.
So technically they could never finish the tutorial and then restart later. Of course this is a good change for currently made accounts because they most likely have completed it.

what about the guy that finishes the tutorial, thinks the game is lame and quits right after finishing.
But somehow manages to find the game again after 6 months, makes a new account because he forgot his last one.
What happens to this guy? Is he multi?

If he makes a new account and still has an existing account then yes, that would be considered a multi account abuser.
The admins aren't robots though, (although I sometimes kinda wonder about Bart) so if it's obviously just mistakes from newbs that we're dealing with, we'll use our initiative.
Those are all the dudes you see banned without threads ^_~
by that, I meant the excess accounts were banned, the dudes' and dudettes' original accounts are left unharmed :P 9 times out of 10, these accidental multis are discovered by players who direct them to the nearest admin, the player tells the admin what's up, the admin does what is right... 1 time out of 10, the admin finds the multi, asks them about it, is told what's up, and the admin does what is right... ^_^
You admins are like cops, only friendlier and without all the abuses of power and civil rights violations... :P
