I think this item needs to be forge-able. It's not elven gear so why should it not be forge-able. Making it forge-able would help people to slowly step up the progress of upgrading it bit by bit, rather then shelling out 20 odd million at once to get another +.

I don't know why the ability to not forge some items is there. Elven gear should only be blacksmith only. Why make an option to forge if you bring out items that you can't forge. Seems a backward step that doesn't actually do anything?

If you make it forge-able then you need to lower it's efficiency. You know I'm not one to shout overpowered but if you make it too easy to get it to higher levels then that's exactly what you'll end up with: an overpowered item that makes AMF redundant for the most part of the game.
i think that is the idea with non-forgeables in general, they have a soft-cap on their max value that allowing them to be forged would blur a bit.
and the lovely cash sink created... 100% > 15% ;)
