Instead, we're now using Nightstrike's suggestion to only count weapon PTH value towards PR. The full NW still counts towards encumbrance.

Disenchant all your weapon plus and dump it back into damage modifier and notice the difference :)

Your SoD is a SoD of Dee's Pair [5x8500] (+262) worth $251,588,541
At 8,700 NW per x, that's less than 74 mil damage NW, with almost 178 mil on the PTH.
Disenchanting to base will mean you're forsaking almost 89 mil CB$, which I agree, it's a pretty damned large amount.
Your ToE adds about 53 mil NW to the weapon "virtual" plus NW, so even if you disenchant to base, you still get around +160 (you're probably getting closer to +300 right now, true).
What's the base to-hit of a SoD, 80% ? And I can only assume that pretty much most of the time, you also get full DX advantage, so 180% dx-based CTH.
So, right now, against NON-evasion opponents, you get around 480% cth, and after the distenchant you'd "only" get around 320% cth... in other words, a 33% drop in damage.
But... wait... you can dump all that 89 mil back into the weapon damage modifier ! You're more than doubling the weapon x, so in other words, you're adding almost 50% extra damage... putting you back RIGHT AT THE SAME TOTAL DAMAGE DEALT, but in less hits... so less vulnerable to GA and other damage-reduction methods.
So, yeah, while you do lose 89 mil CB$ in the process, it's cash that was mis-spent, cash that sadly needed to be spent before just so you could overcome evasions... but with evasion severely tweaked (ok, ok, nerfed to next to nothing), that NW is only dragging you down.
Not only that, but that huge weapon plus is now working against you even more (compared to having it on the x, that is)... since it raises your PR heavily, meaning slightly lower rewards.

P.S. I wouldn't go around disenchanting until after changemonth is complete, you never know how things will end up being.

P.S. Also, it means you can also dump the MoD plus and replace into MoD damage mod, and move it on the SoD character, since it would now actually fit in the encumbrance limit.

soem of your points are valid just two things ga doesn't affect me and i don't get negative rewards being in 6/20 and near the top in mpr and score so pr doesn't bother me but we'll c what happens in the rest of change month

Yo're not getting negative rewards, but you're not getting any significant positives either... not sure you could get any if you dropped the weapon pluses, but I have a feeling you'd be going down to at least 6 mil,maybe even less PR, so you MIGHT get some positives afterwards.
Also, GA might not affect you, but enemy ToE sure does (especially after the physical damage additional nerf).
But yeah, waiting until after the end of changemonth to do any radical changes would be a good idea.
I'm just saying there are alternatives ;)

Man, and I thought this was going to be a good change month.
My PR just shot up 276,759 points. My rewards are shot. I couldn't understand the reasoning behind cutting WA in half, and now I certainly can't wrap my head around this one.

Yeah I agree my PR shot up quite a lot too.It was bad enough losing positive rewards from fighting but now they went down even further.Why can't we drop the PR boost from weapons altogether since we have ENC and reduced damage potential.

That's what I'm thinking. The WA nerf put us at enough of a disadvantage. Now our attack counts toward PR twice: once for the trained stats, and once for the weapon we need to activate those stats. And for all that, we were compensated with a bigger damage nerf than everyone else got.
