Tat wont level (in General)

My max tat level is Max tattoo : 3,362,813, and this is what i have ProCape lvl 3,315,640 it hasnt leveled for two days now. Does the naming effect that?

yes naming effects the level, so when the naming bonus + normal tat level drop below your max tat it will grow again

Add approximately 4% to the amount of levels then when your max tat level is above it then it should start leveling again.
