So what does it do... lot of people have posted how it limits what you can upgrade on items so it seems like a limiting tool, but what is the mechanics behind it? Can someone explain it or link me to a wiki page that explains it?

IF you have more NW equiped than your encumbrance allows you, your ST, DX and AC will suffer from it and have a lower value.

ok so I have my big tatoo on my character who has an encumb of say 1/2 it... will I go in the negative with those attributes? And also does that effect battle rewards?

Tattoos don't take part in the encumbrance. And for your battle rewards, encumbrance has no influence.

actually that is the stat on the character that my 90mil tat is equipped on. That's crazy if tats can't be equipped on different characters isn't it?
