Its only purpose right now is to lower physical damage.
If you want magical damage reduction use the RBF.

Perhaps maybe only for the minion equipping it.
3% just like the TSA that minion could be wearing.
Why should the ToE be a physical damage only tattoo? The RoBF reduces physical damage as much as it does DD.

mostly because ToE is used with Walls and with walls comes huge AC with huge AC comes oange SG. SG should be reduced, which would protect Walls from SG armor bonus damage

Most walls train AP, which protects plenty against SG. Worth pointing out that walls cannot actually wear the ToE so your suggested effect must be aura...which is pretty weird and powerful.

well Endurance is an aura affect already.
But em, i believe this would be effective yet far from OP
Tertiary effect: Minon with the highest AC gets a 3% HP regeneration
super specific abilities like that are rare in CB, especially with tattoos, because they are hard to balance.
For example: what if a minion with a TSA has the highest AC, then it doubles his regen.

hmm well what if it just stacked like ED spells
it would only go up to 4.5% somewhere around there.
