Are battles simultaneous? (in General)

Jir and I have been chatting and have been attacking each other.

It seems that if he attacks me, he wins. When I go after him, I win.

Why you ask?

When he attacks me it seems his exbow hits (due to his massive current EC) my tank (Dog) which then does NO damage that round.

But if I go first, his exbow hits apparently after I hit him and kill one of his minions.

I thought battles were simultaneous and my tank, even though hit with the exbow, should still do his normal damage that round.

Is that not what we were told, in the TSA/PL/revive thread?
