I recently started an NCB before I got FGoD back. Now this was cool because I could see the new percentages. However I noted one thing, the cost of my BA for FGoD was at NCB rates(Reg: 1'400/NCB: 2,500). I had to retire the NCB in order to get my regular rates back. Ok so it's been a while and I have slept since discussing anything of this nature. So tell me if I have lost it or if this is new.

BA cost and BA refresh are base on the highest posible cost.

As long as you have a NCB, the rates for all your characters are elevated. From the beginning of the NCB.
Since you could buy BA with a regular character and then use it on the NCB character.
As all BA is pooled and not character specific.
