Strategy

The Enforcer's Crossbow targets the enemy minion with the highest Strength.
The Play-By-Play will display an explicit, italicized text that reads target looks weaker! with each Drain event.
Shooting a target with <1 ST will not produce the target looks weaker! line.
The best approximation of the drain formula is as follows:

   ST drain = max(D, 0.00000565 ∙ shooter ST ∙ target current ST ∙ D / target current HP)
   where D is the actual damage printed in the line that resulted in the ''target looks weaker!'' event

The Current ST of the target does include every source of bonus or penalty that has affected the target's ST to that point.
The Current HP of the target is, likewise, inclusive of the damage and life-leeching leading up to the drain event.
Testing is not inclusive of the Shooter's ST bonuses and/or penalties as impacting the drain formula, but there is overwhelming evidence suggesting that the target's ST upon receiving drain is inclusive, no matter the source.
An enemy's Phantom Link (PL) may redirect the drain onto itself if the minion absorbing the damage currently has >1 ST.
When rerouting a drain event, the PL minion's Current ST and Current HP replace the targeted minion's in the formula.
When a PL minion redirects the stat drain, it redirects the full drain. Draining Events do not split the drain of one bolt between two minions.

Note on the NWs: To find out the cost of upgrading to a certain +, multiply $9,317 * the X of your weapon and subtract that from it's overall NW. Then subtract your weapons PTH NW from the + you want to upgrade to.
