The above does not make much sense. I'm guessing that either the 0.33% or the XX% has to do with the '+' (plus to hit) on the crossbow, while the other has to do with the 'x' (damage multiplier). However, it is worded entirely wrong. I don't know the proper way to fix it. Does anyone?

Only the 'x' on the crossbow will affect the amount of DX drained, and yes it's both a percentage and a fixed number per 'x'.

Jonathan changed the drain for Exbows and Axbows from 1/4 of their X's to 1/3 + an unknown amount of drain.
I have tested a lot with Will but have not yet found the time to solve this problem...
Will continue research soon.
Hmm.. ok. Perhaps it could be reworded to be phrased as Jon has put it, or at least to reference that topic.

Actually, I posted my reply after reading Ranger's link, but before refreshing to see what you posted. My reply was actually to Ranger, and referred to the current way the Wiki is written. I think that both of your versions are better than what is in the wiki. And actually, the first is more clear. Perhaps a hybrid would work:
Drains DX: 0.33% of the target's DX plus some unknown constant for every 'x' on the crossbow.
