It is max tattoo level. I don't think RoE's grow, they just concentrate exp.
atleast the roe help keeps the challenge bonus high!

It is Max Tattoo Level, and this is based off of your character sheet, not the actual level of your tattoo.
What it represents is what your total possible tattoo level should be, in most cases higher MTL means you have more experience invested into a character then someone of equal MPR.
I feel its a better indicator of actual level, also from what I can tell MTL doesn't seem to drop nearly as much as MPR does during retrains. (though I haven't really tested it all that much honestly)
Now this is my understanding of it, for all I know I'm dead wrong.

I don't think I fully understand this statement, but I also think it's wrong :)
MTL is based on your VPR. VPR is the same as MPR when all your experience is trained. MTL dictates the biggest tattoo you may wear. Tattoos higher than your MTL will function like a tattoo equal in level as your MTL.

Actually his statement is incorrect. Having a higher MTL than someone equal level MPR would mean you have less experience train. As you would have a lot of experience saved up.
^ That's actually the part I was curious about. Oh well like I said I could be wrong, or partially wrong ;p
I think his statement is ok. It's a little ambiguous, though. He said "XP invested into a character". That can easily mean total XP, trained or untrained.
In the future, Xeno, just say VPR :) :)
